Program Management is the process of coordinating and managing several related projects with the intention of improving a project’s performance. In practice and in its aims, program management is often closely related to systems change management, business transformation, project management, engineering and industrial engineering. Our program management team has oversight of the projects involved in a program and uses this oversight to support project-level activity to ensure the program goals are met.
The Broward County Board of County Commissioners (BOCC) and the Broward County Aviation Department (BCAD) in October 2011, awarded the “Consultant Services for Noise Mitigation Program Assistance” Program Management contract to The Urban Group to manage the Residential Sound Insulation Program which is the major portion of the Sound Mitigation Program. Properties within the City of Dania Beach that fall within the 65+ DNL (Day-Night Average Sound Level) noise contour and adjacent approved areas are eligible for Voluntary Sound Insulation Program improvements. These acoustical treatments are designed to reduce aircraft noise in a home. The treatments include, but are not limited to, upgrading windows, doors and ventilation systems to achieve a reduced interior noise level of 45 DNL. This large-scale program incorporates the assessment results of the Early Action Voluntary Residential Pilot Sound Insulation Program (Pilot Program). The Voluntary Sound Insulation Program will follow FAA guidelines to ensure the program installs the proper treatments and achieves the necessary noise reduction. There are approximately 1,706 single-family and multi-family residences that would be eligible for this program. Since the Fort Lauderdale-Hollywood International Airport Noise Mitigation Program began in 2012, a significant number of those homes have already been improved.
The Urban Group, Inc., set up offices in the City of Dania Beach to administer this program. The offices contain a retail setting type showroom of the sound insulation products, such as, Windows, Sliding & French Type Doors and Entry/Exit Doors all offered in both Aluminum and Vinyl for the residents to review and choose. Additionally, this program is responsible for the, Architectural, Electrical and Mechanical plans and design for the homes, therefore the offices contain room for office, outreach and engineering staff to produce the documents required for solicitation of bids to secure contractors for the work. The Urban Group provides Program Management Personnel, Supervisory Office Staff, Project Managers, and Inspectors to successfully manage this program.
